In short
The
general purpose of the Project is to improve implementation phase of the energy
efficiency regulation concerning energy related products on the market
(implementation of Serbian decrees and rulebooks that transposed European Regulation
(EU) 2017/1369 of the European Parliament and of the Council of 4 July 2017
setting a framework for energy labelling and repealing Directive 2010/30/EU and
EU Directive 2009/125/EC) (recast) establishing a framework for
the setting of eco-design requirements for energy-related products. Improvement
should include strengthening of capacities of market surveillance authorities
and conformity assessment bodies (CABs) to comply with the new regulation and
to fulfil the appropriate requirements, followed by the market situation
overview and improvement of CABs technical capacities for testing and
Conformity Assessment. Project should give the new review of the market
situation, to what extent the regulation is respected, what are the necessary
conditions for improvement of situation, establishment and strengthening
capacities of CABs to enable better control of the products, better information
flow up to producers, suppliers, traders and consumers, advices for
establishment of new market surveillance authorities (for products which are
not covered by the Law on market surveillance) and better connection of Serbian
market with EU market.
The project will give an update on the market of households’ appliances that are
covered by eco design and energy labelling regulations, provide technical
assistance to recognized market surveillance authorities for monitoring of
industrial products and further training. The Contractor shall develop a
technical specification of equipment needed for CABs in order to improve their
conformity assessment capacities of the energy related products. The capacities
of market inspection and of other market surveillance authorities to control
the market and putting into service of energy related products also should be
increased.
Project should contribute to better understanding of implementation of energy labelling and eco design requirements of all stakeholders and especially on customers.
